1986 GMC 2500 starting problems

I need some input on what might be wrong with my truck. So lately it wont start on its on unless it is jumped. Once it gets jumped it runs alright but whenever I turn the engine off and try to start it again it struggles to turn over and wont start unless jumped again. I checked the voltage of my two battery's and the one thats connected to my starter and grounded to the block read 14V. The other one which is just connected parallel to the first battery read 9V.

My only guess is that something might be wrong with my starter? And if thats the case would I have to buy a different starter other than a stock one for that truck, since the engine is a 427.

Any helpful feedback is appreciated

Wont jumping it affect the reading? Because thats the only way it will start right now. and even now I have to let the jumpers charge it for 10 mins before it will start.

If you're batteries are wired in paralled (and not through a solenoid/isolator) then you got a bad connection somewhere if 1 is 14v and the other 9v. If you don't know how to do a voltage drop test to find the bad connection then do the basics first, take off both grounds then remove and clean every connection related to the batteries and starter.

Isolate each battery and do a load test 1 at a time after you've charged each of them fully, use a battery hydrometer to see what each is holding for a charge.

yah having voltage doesn't mean you have current so load test separately.
