It's not that there are no places to wheel today, it's over concern for the future.
A serious question: How many public places can you think of that have been locked up in the last decade? How many of those have been re-opened? How many new places have opened?
If anybody can answer that I'd really like to know. I haven't wheeled much on the mainland, but I can certainly think of a few places that have closed down and I can't think of any that have replaced them.
