How should they be working exactly? Should the tongue move in and out by hand with a bit of force? How can I check to see if they are working without towing it? Do they need speed to work, ei) quick deceleration?

our had springs so you could set up how much force they need to come on.
If it set to light it will brake when you are reversing on flat , set to stiff and it need a fair bit of force to get them to engage.
If i recall after it was adjusted you couldnt push it in by hand at all but it was light enough that if you were to use engine compression on a steep hill they would be engaged or stop pointing down a grade .
They were fine on reasonably level ground backing up.
