Im wanting to know if its a good idea to get a set of 38x12.5x16.5 swamper SX's sipped so they would be better in the wet and the snow and where to get it done?

Get a heavy duty box knife or something and do it yourself - not too deep and they will wear back to 'stock'.

Sipe them yourself
I did my old 33x12.5 TSLs with a sharp exacto knife & a scrub brush of hot soapy ater in about 30mins each tire. I put tons of sipes in. 6 ot more per center lug. Left the outters stock to avoid thm getting chunked off. Tires were near new and I set the blade depth to about 3/4 of the tread depth
It was my DD and helped \ my wet road/rocks driving and Snow/Ice traction a ton:cool:
