cheap way to do it would be body lift and longer shackles..get greaseable shackles thou.

if he wants to get a full lift kit look at some of the rubicon express kits

For 31 in tires you could go with the Rancho 3 in kit they ride nicely and are reasonably priced and they giv you a few extras with their kits or the Rubicon Express stuff is the best kits for the Jeeps but they are a little pricey but they give all the stuff that the others offer as options, and more.

Just do a SOA and be done with it. My .02, i played with lift kits and body lfits, ect.... finally went SOA, and way better... why. the ride and flex, you don't need crazy arched stiff as hell lift springs. A SOA from stock will probably land about 5" of total lift.

Spring over lifts are garbage I will not do them at my shop to do a spring over properly you will spend as much or more than a GOOD lift kit and will not work as well the Rubicon Express kits ride very well and flex extremely well out of the box.

I will put my Rubicon Spring spring under CJ5 against any spring over jeep any time any where last time I ramped my CJ5 i got 1560 on the 20 degree ramp and 1120 on the 30 degree
