are they for the beadlocks on there?

I was told 13 lbs by godzuka.

and if they start to dish really badly get some 1/2" climbing rope and put next to the bolts.

the last time i did it joe, i remember how much mine "dished".
so i just set the air pressure and setting on my impact to where i thought it was ok, and just rattled them down evenly until they didnt tighten anymore and the "dish" looked right.. 3 wheeling trips and no issues.
